Post Biden Bungles - Federal Vehicles
After an empty promise to replace all federal vehicles with EVs....

The Biden Administration has Billions into a mostly Canadian builder
for 50,000 to 150,000 new postal vehicles - yet they have never even built a
single demo or prototype vehicle to test...

Insider Control ???

And to make it worst they are not even promising EVs at all....

The contract includes an initial $482 million investment from the USPS in Oshkosh to finalize the design of the Next Generation Delivery Vehicle (NGDV) and to begin the tooling of an assembly plant.

The NGDVs that Oshkosh will build will include both battery-electric vehicles and low-emission internal-combustion-engine vehicles, both of which will be able to be retrofitted to keep up with the latest EV tech.

Oshkosh agreed to what is called an indefinite quantity (IDIQ) contract, meaning that the USPS will be able to order more of the vehicles throughout the 10-year contract. During that time, the contract stipulates that the USPS will order anywhere between 50,000 and 165,000 of the vehicles.

So that $482M contract is just for design and tooling, and not the actual vehicles themselves. That adds up to a development cost of almost $5k per van for 100,000 units.

WTF....

Again no prototype was even offered before contract acceptance and this has been a 5 year
search process to choose new all new postal vehicles.... Not to mention the awarded builder
was never even consider until now....

It took 5 years of prototype testing to approve the 1500.00 handguns alone that the federal government buys !

Good response...

What chaps me is that several companies were in the hunt that spent millions
and I use the Glock vs SIG handgun as an example where prototypes went
head to head and were tested extensively resulting in a better end product...

This project development for new mail vehicles is more like 6 years in the
making and at least 2 companies have valid lawsuits regarding being shutout
and the government subsidizing a competitor creating an unfair contract award !

Now let's be honest - they wont be electric - and they won't be 30,000 each !

They will roll out with combustion engines of some sort and the retrofit to hybrid
or full electric will likely double the cost per vehicle and double the profit margin...

Only time will tell if they will actually be built by US workers or Canadian workers
as Oshkosh has significant Canadian facilities and Canada has significant capacity
with EV components as well...

Oshkosh Defense - is a big time military insider player - this was an insider deal !

And - it stinks like an insider deal !

Oh and by the way - WorkHorse does build EV delivery vehicles...

They offered prototypes and were a serious manufacturer to consider
as they were partnered with Ford and Lordstown Motors on the project...

They will also likely successfully sue for damages and win countless millions !

The GM BrightDrop EV - was also a serious competitor.....

Combined with the EPallet system it offered futuristic options
so amazing that UPS has already started ordering them....

These were all vehicles already in production - all they needed to do
was ramp up production volumes on existing factory lines !

Oshkosh - has to start from a blank sheet of paper and design from scratch
but gets to do it on taxpayer money - NO WAY THIS CAN BE JUSTFIED !

It even defies Biden's mandate to buy EV only vehicles !
And just WHO will maintain these vehicles that don't exist yet ???
Where is the maintenance cost analysis ???

This "Green Deal" has a "Brown Smell" !

First off - instead of starting with an existing vehicle platform and customizing it
the USPS wanted a unique - "one off" vehicle design - the five companies that
made the 2015 "final cut" delivered prototypes in a timeline that was cut from
months to just weeks....

This mistake by USPS to accelerate the prototype delivery resulted in all five
companies delivering vehicles with so many maintenance and functional issues
that all had to be returned and the project ended up getting pushed back 18
months....

My point is that true head to head testing and long term cost analysis on fuel
and maintenance reports were bypassed and long term testing was not properly
done before an award was made for open ended volumes and open ended time
periods....

A purchase of this magnitude deserved better head to head testing !

I will say it again - this stinks of insider dealings - I expect huge cost over runs
and reliability issues once the new vehicles begin to arrive !

Just wait to see the huge costs for maintenace and repair as they enter operation in the USPS...

The truth begins to trickle out....

The USPS Postmaster has said only 10% of the vehicles will be electric !

"U.S. Postmaster General Louis DeJoy told lawmakers on Wednesday the Postal Service was committed to having electric vehicles make up 10% of its next-generation fleet as part of its multibillion-dollar plan to retire its 30-year-old delivery vehicles."

Why only 10% ???

"We don't have the 3 or 4 extra billion in our plan right now that it would take to do it, DeJoy said, adding he was willing to talk to Congress and the Biden administration about funding."

So what is the "Punchline" ??? 6 Billion is just a "Bait & Switch" number ! ! !

Mark Dimondstein, president of the American Postal Workers Union, urged Congress to give the USPS a "modernization grant" of $25 billion to make "long-overdue" investments in a clean postal fleet, electric-vehicle charging stations for local post offices and other improvements.

What a surprise !

FYI - the USPS operates at a 10 billion dollar annual loss currently - :o

Here is comes - after awarding the - Unlimited Contract - for time and quantity
to a contractor totally unexperience in building EV products... Then tossing them
450 Million development dollars...

We find out they intend to double the award to defense insider Oshkosh who got the
massive contract not based upon a quality prototype - in fact not based upon any
prototype whatsoever !

Bypassing several bidders with existing lines of EV delivery vehicles in use already
built in American factories !

Oh and Oshkosh may in fact build them in Canadian factories - or rely on Canadian
vendors as major subcontractors as they have massive facilities in Canada despite
the fact they began as American based !

WASHINGTON (Reuters) - A group of 17 U.S. House Democrats on Monday are introducing legislation on Monday that would award $6 billion to the U.S. Postal Service (USPS) to buy tens of thousands of additional electric delivery vehicles.

The bill sponsored by Representative Jared Huffman and seen by Reuters would require at least 75% of the new fleet be electric or zero-emission vehicles.

Last month, the USPS said it was committed to having electric vehicles make up 10% of its next-generation fleet as part of its multibillion-dollar plan to retire its 30-year-old delivery vehicles, but could boost that if it received billions of dollars in government assistance.

The legislation is backed by some key Democrats, including Representative Peter DeFazio, who chairs the Transportation and Infrastructure Committee, and Representative Carolyn Maloney, who chairs the Oversight and Reform committee that oversees USPS.

The bill would also require no less than 50% of medium/heavy-duty vehicle purchases be electric or zero-emission through 2029 and all new USPS vehicles be zero-emission after January 2040.

The USPS said last month it had awarded a $482 million contact to Oshkosh Defense to finalize production for the next-generation postal vehicles, rejecting a proposal from electric-vehicle maker Workhorse Group Inc, which met last week with the Postal Service to question its decision. The USPS and Workhorse did not immediately comment Monday on the legislation.

The first of many Biden administration scandals ???

The Investigation has begun - insider activity suspected by Ohio Rep Tim Ryan !

Timothy John Ryan is an American lawyer and politician serving as the U.S. Representative for Ohio's 13th congressional district since 2013. A member of the Democratic Party, he entered Congress in 2003, representing Ohio's 17th congressional district.

.........

Last week, Workhorse Group said it met with USPS representatives to discuss the contract results and more specifics of the selection process. The contract is for as many as 165,000 new-generation delivery vehicles (NGDVs) over a 10-year period. Over the weekend, Ohio Rep. Tim Ryan called for an investigation into the contract award, according to the American Journal of Transportation. The contract was given to a subsidiary of Wisconsin-based Oshkosh.

Ryan represents the Ohio district containing electric vehicle maker Lordstown Motors, in which Workhorse owns a 10% stake and is partnered in the bidding for USPS vehicles.

Ryan called the contract process "suspicious" and called for an investigation related to an after-hours purchase of Oshkosh stock worth more than $54 million that occurred the day before the contract announcement. Ryan said he will ask the Securities and Exchange Commission (SEC) to investigate, according to the journal report.

This 54 million dollar stock buy resulted in a 10 million dollar over night profit - for someone !

Pretty lucrative phone call to get in time for after hours trading !

No wonder Biden got such big campaign donations from Wall street investors and lawyers !
