 Vanguard Governor Adjustment

Post Vanguard Governor Adjustment
I recently purchased a used 20hp vangaurd and installed a Hi Rev kit. I would like to adjust my out of water full throttle rpms closer to 5,000 rpm currently I am at 4,000.

I have an idea of how to do it but thought I would ask before I go an mess something up. Here is a picture of my linkage:

I had trouble with not getting high enough rpm so i moved that large spring that is in the center of the picture to the slot on the right
