23 HD MudBuddy prop only engages when I remove clutch cover?

 23 HD MudBuddy prop only engages when I remove clutch cover? I recently bought a used MudBuddy 23 HD. Was running great, then prop just stopped spinning. When I take the clutch cover off, it will work again; however, when I put the cover back on the prop won't engage again. I am new to the Mud Motors and greatly appreciate any suggestions?
