35 briggs struggles to turn over

35 briggs struggles to turn over
About a year ago I posted something similar to this, but never came up with a solution to my problem. I figured I would try again.
After the motor sits for a weeks or so it struggles to turn over. It sounds just like a bad battery, but I have tried several batteries. It even will do it with a battery charger set to boost. It is worse in cold temperatures than warm. This morning it was high 20s and I couldn't get it to start.
I was wondering if it could be a bad starter.

Check all connections before you assume anything.
