 how small is too small for 23 hp mini???
Thinking about purchasing a 12x42 alweld to hang my 23 mini on. I currently have it on a 16 foot riveted boat and the motor doesn't push it like I would like. Transom on this 1242 seems to be pretty solid. Anyone ever seen a 20-25 hp on a boat that small??? Or am I just gonna sink??

Go with a longer boat not shorter. Are you having problems hauling a load or just running by yourself?

with a load.
by myself I get 23mph. two people + 17-18 mph.
Three people = 12mpg IF I can get it on a plane.

You want to go longer to carry a load, not shorter. 1848 should do the trick. The shorter the boat, the more its gonna plow when you put a load in it. Longer is the way to go. You may lose a tad on top end empty, but should be able to run closer to the same speed with a decent load.
