Well i have decided to go with a gd 18x48 w/ 35gdsd. does anyone know if they will put fuel cell in front for you, and should i go with tall transom?

Tall transom - YES.
They will do an extended front deck dat you can put your gas tanks under, but I have never seen dem make a boat wit a built in fuel tank if dat is what you are askin.
