To me it seems that an 1860 is on the verge of needing an extra two feet and another motor. It's a pretty big boat for one motor in my opinion.

Being told with stage 1 mods. that I can still get upper 20s empty.....and lower 20s loaded??? what's the word on these Mud Buddy 7000?

It depends on the hull. If its a hull made for a mm a stock 35 should get you to the upper 20's empty,let's just say 26 maybe 27. Then as you add SOME weight the speed won't drop because the hull will haul a load better.

PM westendangler he has an 18x60 that he ran stock then modded,he could give you better numbers and expectations. Or look for him in the boat review section

Mine stock empty 27. with heads cam exhaust 29-30. with a load 27-28.

stock 35 will do just fine, unless you are in a race, or want to sound tough on here.
