648 War Eagle w/ 23 HP Mud Buddy Surface Drive
This is the first boat I have ever owned, and some of the decisions I made show it. This is my 3rd summer with the boat and motor, both brand new in 2014. This boat I bought to be used for both hunting and fishing.
Runs well, gets pretty good speed, about 22 mph with 2 people and fishing gear. Havent checked the speed yet with 2 people and a hunting load, but it doesnt seem to be much slower. 3 people and fishing gear is ok, but you get 4 in there, which is the limit of the boat, and it cannot get on plane at all.
It has a few problems in muddy areas. The motor doesnt have enough power to push the boat through mud easily (never tried true mud, usually theres and inch or 2 of water on top). Once you slow down or stop you're finished. Havent tried to blow through brush, already gotten stuck a few times in stupid places to make it worth it trying. i cant tell if its a mod-v problem or to small of a motor problem. I wish i would have gotten the 35.
If theres at least 3 or 4 inches of water there aren't any problems. I'm only slightly slower than a friend of mine who has a 1651 Excel F4 with a 35 hp mud buddy. I hope to buy a used 35 in a year or two, and paint the bottom with gator glide, to see if that helps some of my issues. If it doesnt, time to start looking for other brands. Gator Trax boats seem pretty good.

I'm no pro when it comes to these boat but that war eagle is a heavy boat an a 23hp just seem 2 small to get it going and out of places I'd ditch it an get a 36hp.

My cousins have the same boat you have and started with a 27 Mud Buddy. It pushed the boat decent enough, but didn't have the performance it should have. They sold it and bought a 35, it runs like a dream now. That boat is hard to beat with the 35, it's like a completely different rig. It almost keeps up with my 1544 Gator Trax and Black Death 4500. Granted, you'll never have exactly the same performance as a mud hull, but that boat would be a completely different animal with a 35 HP or larger.
IMO I'd get rid of the 23 and get a 35... just my 0.2 though...

Its both the mod-v and the small block thats is causing you problems.
