Anyone ever seen this before? I can't recall ever seeing one of these before or heard of anyone getting one before. Just wondering how few "a select few hunters" is...it can't be the numbers reported from when buying a license because I only shot 10 last year

I got one one year. Then the next year they wanted a wing from every duck I shot and told me if it was a yearling of an older bird.

I've gotten a couple over the years. Coincidentally, I got one the year the year the Feds shutdown the government and tried to tell us we couldn't step foot in the refuge and tried to close all the Mississippi River boat launches. I wrote a couple expletives on the form about my feelings toward them and sent it back!
