Dang I dunno Guidry. I was gonna say it's only illegal if it's disturbed but he definitely is disturbing it with that boat. Maybe they don't run through the rice when it's season??

I didn't watch the whole video, but from the USFWS:

http://www.fws.gov/le/pdf/waterfowl-hun ... aiting.pdf

Waterfowl Hunting on Agricultural Lands
Agricultural lands offer prime waterfowl hunting opportunities. You can hunt waterfowl in fields of
unharvested standing crops. You can also hunt over standing crops that have been
flooded. You can flood fields after crops are harvested and use these areas for waterfowl hunting.
The presence of seed or grain in an agricultural area rules out waterfowl hunting unless the seed or grain is scattered solely as the result of a normal agricultural planting, normal agricultural harvesting, normal agricultural post-harvest manipulation, or normal soil stabilization practice.

These activities must be conducted in accordance with recommendations of the State Extension
Specialists of the Cooperative State Research, Education, and Extension Service of the U.S. Department
of Agriculture (Cooperative Extension Service).

Planting
A normal agricultural planting is undertaken for the purpose of producing a crop. The Fish and Wildlife Service does not make a distinction between agricultural fields planted with the intent to harvest a crop and those planted without such intent so long as the planting is in accordance with recommendations from the Cooperative Extension Service.

Yes, I read the law. One can plant and hunt over rice even if not for harvest. I thought it had to have been planted for harvesting but not so.

I can tell you this,,,

Sitting in a federal court,,,,i watched a judge charge 3 older fellers (one the landowner/farmer) with hunting over a baited field.....Took thier license away for quite some time, and charge them with over 1000 dollars a piece in fines.

They took a 1x1' frame pic of the field after he planted his winter wheat for his small cattle field. He lets the other two old guys, 65-62yrs old go hunt the field after planted to keep the black birds/doves from eating to much seed. The guy bareley gets by, and these guys help him plant for the access to hunt the field and shoot 10-20 doves a day.

Well,,he had a tractor and hopper that was bout 40ys or older. When they would stop to fill the hopper, it had holes in it from all the floods it been through down the bayou so naturally it dumped some seed....

Well the next day while hunting the DWLF walks up, takes pics of the little piles of dumped seed with their frame and sends this to LSU dept of AG....

LSU Dept of ag said they had over 3 times the amount of seed needed to properly plant the wheat so they must have been baiting!!!!

All of these charges,,,and rights lost over some dumped seed....

ITS NOT WHAT YOU DO,,,ITS WHAT YOU CAN MAKE THE JUDGE BELIEVE...

The LDWF Won this one....i felt bad for the old boys,,,they did nothing wrong...

If its not it should be. Funny, everyone I've talked to says its a weird year with the birds.

Given the cold fronts and the stuff that should be frozen up north, you have to ask why the birds aren't here.

You can plant whatever you want. You just can't manipulate it.

Hell there are tons of mallards on the river up in Iowa eatin corn in the feilds. The ducks never got here till after theseason was over even with the cold. I dont think baiting has anything to do with it.
