When installing Hydro Turf with the 3M backing is it strong enough to hold up. Do I need to put any other adhesive down. (I searched the forum and could not find anything on this.)

no, i used the 3m and it is incredibly strong. i had to remove a square of it later to install a seat base and i actually had to chip it off.

The 3m backing is all you will need, once it's down it ain't coming back up.

3m spray adhesive can be bought at lowe's/home depot/walmart etc... (although I seem to recall that one of them only carries a proprietary brand now)..

But he is talking about a 3M backing that comes on hydro turf as an option. You can buy it with or without the 3m adhesive backing (better than the spray can ).

Best two options are get the 3m backing that comes on it (they charge you extra for it) or use contact cement.

3m spray adhesive will work but probably not your best option.

Look into a product called Seadek also. http://www.seadek.com/ I have seen this on flats boats in s fl and got the samples, pretty nice stuff.

liquid nails makes a product in a brush or roll on that works very well. i used it on the carpet in my boat. its alot stronger than contact cement. as for the 3m spray they have 2 types. one is the regular the other is stronger gray can if i remember. it is better. i would clean the surface very well before i used the the 3m or contact cement. in the past they dont seem to grab as well as i would have liked. now the liquid nails stuff is very strong its a little thicker than contact cement. also around the edge i used regular liquid nails to keep it from rolling up. it grabbed almost instantly. in the past thats where ive found the problem, the field never seems to let go but the edges will.

Would a person have to sand up the non skid paint first to get it to stick?

it would help. at least it would even out the surface so everything would stick with no high and low spots.

try a wire wheel or a 80 grit flapper wheel on a 4" grinder... will scuff it up good
