What is the fastest 35 stock surface drive on the market today with a boat combo not just bare were talking gear guys and dog who has the power and speed to get there first?

Original question is pretty ONE dimensional in the multi dimensional world of MMT

Answer - a really light, narrow, flimsy, boat with a motor that nearly sinks it will be the fastest

MMT answer - what other assets are you intersted in like usable space, durability, draft, manueverability, load carrying ability, etc etc etc

that should be what you are asking about

not just speed

in a boat that you are going to run in the dark up a narrow creek full of stumps rocks and shallows

the answer is easy. any 35hp outboard with a good hyd jackplate on a 14x48 or so johnboat.

been there done that. :)

With the same boat, all the motors would likely push that boat/hull about the same speed, give or take about 1 or 2mph. The bigger speed difference will be from what brand/type hull you have or are going to run. The "fastest" BONE STOCK combinations that I have seen have been gatortail's.
