 Help with 31 gdlt. Runs wide open!

Post Help with 31 gdlt. Runs wide open!
I have a 31 gdlt with the stage 1 kit. When I start my motor it revs up all the way and the rev. limiter kicks in. I have to put it in the water to keep it from doing it. I'm guessing its something to do with the throttle cable but I've never messed with one. Any ideas or comments would help me before I start taking stuff apart! thanks!

Check the cable to make shure it is coming back at the carb ,something
must be stuck eather that or someone has run the idle knob in to far
give me a call when you are looking at the carb
