 Fuel Filter Question

Post Fuel Filter Question
New boat and motor and bought an inline fuel filter. Reading the posts should I have bought the other one ( not the clear plastic w/ insert). I thought that one would also seperate water as well as be able to see the sediment.
Does it go on motor side or tank side of the bulb?
DCoes it have to be secured to stern or is "loose" okay?
