**Put in the new pushrod, set lash to .005, new spark plugs,,, gap .035 everything looking good. Put it back together and when I put it in the water and put it in gear.... about about 1 min. and start to come up on throttle it will run, spit sputter, and loose RPM and HP...
**Bypassed the fuel/water sep. , checked coils, made sure I was getting spark, same reaction
**Took the head off to see if I bent a valve or something... No bent valve but did find out that the valve stem seal was all buggered up. Valve stem guide is still nice and snug.
**Now looking at the intake valve (bent pushrod side) to see if the valve is damaged,,, looks good to me.
**LOOKING FOR ANY SUGGESTIONS AND IF YOU THINK THE VAVLE IS SMASHED OR SOMETHING. NOT DAMAGE AT ALL ON PISTON.

going to replace the valve stem seal and take a good look at the carb today...???

probably do not have sufficient clearance on the retainer to seal, or a weak spring causing the valve to become unstable.

took the cam out... this is what I found... think this would do it?

What does the tappet look like? Your picture shows some normal marking from a tappet riding on the camshaft. I see a line near the nose but I cannot tell if its a defect or just a marking.
like I said earlier you need to verify the seal to retainer clearance, and your spring pressure.

My guess. Low spring pressure, pushrod jumped out of place and pegged the retainer down on the seal. Look where the pushrod seats under the rocker arm. When they jump you can usually see a mark from where pushrod tried to run. Fix: polish that cam lobe with 600 wet paper. Replace lifters. Valvejob, Replace springs with new pinks , 2x a101 .060 shims under each spring. Use billet aluminum pushrods. Never use the steel, they are too heavy.

Example of the pushrod dots. This increases the rocker ratio and is why the retainer will hit the seal and guide

No sir. Use aftermarket billet aluminum ones. I have some here. Other shops have them as well
