Sometimes they can be stuck and tough to remove.
Poke or drill a small pilot hole into the center of the old seal.
Thread in a #10 Sheetmetal screw.
Clamp with Visegrips and attach to a small slide hammer / jerking tool. (Available from Harbor Freight)
Give it a couple of bumps and it should come out readily easy.
If the Sheetmetal screw pulls out, put another hole opposite the 1st one and retry.
I've used this method several times on stubborn seals with good results.
