Would a led whip be legal to use as a white nav light on back of boat?

Also are LEDs light strips on boat trailers legal to leave on driving down rd?

I'm not a 100% but I did listen to a GW give a guy hell for running a boat w/ LED strips along the outside side of his boat turned on. Not sure what they would say about having them on on the inside. (Texas)
