I see some custom boats with the piece of angle welded length ways down the outside of the hull about half way up the boat..my question is what is the purpose of that thanks

Most likely it's a crimp for strength. I have however seen angle used instead of a crimp. So to answer your question it's for strength.

You might be talking about a spray rail? Something like this?

Nice shotgun rider,I don't think its for strength cause the way it's welded on I guess it's for spray cause it looks like the last pic

Most put it as a spray rail if you do not have a crimp to make the water spray off the hull. It does provide a little lift.
