 11x10 prop on a 17x54 semi v

Post 11x10 prop on a 17x54 semi v
I have a 35hp surface drive with a 11x10 hill marine prop with 34 tooth sprocket on bottom with 36tooth on top. Im only pushingroughly 3600 rpms with 2 people and only getting speeds around 19.5 to 19 boat is heavy. Any suggestions wanted
