minn. hp need

 minn. hp needim going to build a long tail and was wanting a 25 horse but cant seem to find one. im going to put the motor on 15...47ish lowe big jon. i dont need a whole lot of speed but just wanted to know what is the lowest hp i can go down to there wont be no mud runnig or a whole lot of vegatation just shallow stumpy water.
