so the only way to help the boat plane is the engine running faster the way that prop rides in the water has no part in the plane of the boat

No, first start off by telling us what motor and boat you're running. You can also put more up front to help plane out a little faster.

gas is local on the tank i got a tool box on the boat i moved it up front i can definently tell when i took it out i tryed walking towards the front and it came even closer to planing out i need to try and screw with the governor but im not sure how to do that safely

What prop?

Let the prop blow out and then hold it where the cav. plate is just about to go back under, that may give it just enough rpm's to plane out.

and iv tried to force down on it and i cannot get it to blow out of the water and when i force down on it it slows down

Is it still the 9x7 or the 8x4?

There is a sweet spot between blowing out and subsurface where the motor spins more RPM's and still moves enough water to keep from blowing out.

When running, push the tiller down to get the prop out of the water then back down until the cav. plate is about to go back under.

There will be alot of resistance and it gets tiring to run it like that.

its the 8x4 it just seems like it doesnt want to run that high it just runs real slow when i force down on it

Think you need to bend your cav plate down (towards the prop) a little. Wouldnt go much, maybe 1/8" at a time. If its really difficult to lift the prop out of the water, chances are the cav plate is too much angle. Cav plate should run just below the water surface. Hope this helps.
