Cavitation plate or Adjustment screw?

 Cavitation plate or Adjustment screw?
Running a 20hp GDLT -
I'm supposed to be seeing the cavitation plate operating 2-3 inches below the surface at full throttle - however, its getting pulled WAY lower than that - almost 12-14 inches.
My cavitation plate has the dealer lift to it (up) and my adjustment screw I haven't touched because I've had to grind out of a few predicaments in the past.
Simple solution I would think is to bend the cavitation plate downwards...
Its possible that all i need to do is raise the adjustment screw on the transom (that limits the drop/rise to the motor while in the water) but I was under the impression that you don't want the adjustment screw to be touching the motor at full throttle - while still allowing room to dig in when required.
Advice?
