It is a Honda 20hp electric start. It starts right up and idles fine, can run up the rpm's no problem until the prop goes in the water. Once the prop goes in the water the power dies and sputtering starts, if you lift the prop back out of the water it starts running fine again with no sputtering or loss of rpms. I thought at first it was just bad gas so I changed that and made sure the jets weren't clogged, the problem is still there.

Do you have a primer bulb? Does it stay hard and full of fuel when the engine sputters? Check for air leaks in your fuel lines and connections.

Is the sputtering at idle speed or WOT? Idle speed is easy to adjust, Im pretty sure my idle speed is right around 1400 RPM. What size prop/model of longtail?

Remove the plunger on the fuel solenoid or plug the hole with a bolt. See if that fixes it.

Bulb stays full the whole time, it only starts sputtering when the prop is in the water and I give it gas. Idles fine in and out the water and will max rpm out of water but not in water.

change fuel (no water) and clean carb. if the carb is fine, and you are POSITIVE you have no air leaks, change your fuel line. some of them have a membrane that can separate from the sheath and collapse on the inside, sealing the hose. you can go round and round chasing it down.

Also make sure you've got spark on both sides. then check compression.

if all this checks out, look for corrosion or rats chewing wires.

CB is right. My 24 honda did that when it had just 20 hours. Ethanol gas causes plunger to rust up and not move to let enough gas through it. I run stabil marine formula in my gas and it works. Clean plunger and housing with carb cleaner, re-install, should be fine.

what size prop and boat r u running? With my 15 hp lifan homebuilt i have to give it a little extra throttle right before i give it the plunge just cause it wants to bog down and die it its only on idle.

Had the same issue on a new motor turn
ed out to be my oil switch on the side of the motor. All i did was bypassed the switch and iy was go to go.

You might check the spark plug gap. Took out a brand new 7hp longtail and did the same thing. Turned out the spark plug gap was not set correct from factory or spark manufacuturer messed up.
