There are three 1648 hulls w/LT's in our "flotilla". The oldest is a 17 year old Lowe 1648 rivetted jon (I assume like yours) with a 15 year old GD 25 Kohler LT. It is the fastest! The father and two sons, each well over 200#, with hunting gear, get a top end 18 mph. We always joke about it, the fact his motor is older and plenty of hours...he tweaked the throttle/governor to around 4400 rpm out of the water; one person he easily cruises at 21 mph. I get 19.7 mph by myself on my 1648 grizzly w/27 HP MB LT also tweaked-my .100 gauge all-welded hull is at least 130# heavier than the Lowe. The middle boat, another similar Lowe rivetted gets 18 mph solo with a 27 MB HP LT like mine- he has not adjusted the throttle yet. Pintaildrake09 is right on target with speed- so much depends on the prop, weight distribution, planing depth, etc. We've all added steelflex to assist running in the veggies, we don't have much mud; we have shallow, hard bottom marsh to course through, usually a 10-12 mile round trip per duck hunt. They are not fast but they get the job done reliably. These motors are pretty simple- keep doing the prescribed oil/filter changes; I would recommendd synthetic oil and grease; the throttle advance "mod" is a cheap and quick 1-2 mph gain or more; the steelflex or gatorglid or other similar product is worth it if you run mud/veggies. Hope that helps!
