Last weekend I had vibration at the transom mount swivel. I tightened up the pivot bolt but still have about 3/16" of play where the pivot bolt goes through the transom mount. Is this normal?

I had that issue on mine. If you try to tighten it up too much you can barely turn the motor, but it seems if you're not tight like that, there will be excess play no matter how you do it. I would buy a new locknut/nylock nut and try getting to the desired tightness.

I was thinking about drilling and tapping the nut and using a set screw to prevent the nut from loosening.
