16 Vanguard GDLT rpms at idle 1200ish and wot 3900, both out of water. I plan on putting it in the water tomoro and wanted to see if that was average.

My 16 idles out of water at 950 and WOT out of water is 4250. In water 3250.

You should be able to idle it down as low as it will keep running when you submerge the prop and turn the OOW up to a little over 4000 if you want. Where it is set now should be just fine though.
