I live in southeast Missouri and we have to title almost evreything. So my ? Is will I have to title my 25hp go devil?

Yes.
It will be an "outboard" . You will need a valid title to re-sell the motor someday {especially if it goes to MO. , or any other State that requires "outboard boat motor" titles ) . Outboard Motors without titles in MO are orphans that can mostly be used only on private waters , MO conservation carp cops and MO State water patrol will check the little white "licence tag" that you must place on the engine if you are at a ramp, or in public waters.
Title it soon after purchase or the State will make you suffer fines for delay. The tax revenue folks are arseholes if you try and get your title too late after you buy a motor.

Registration/Titling of outboards is a hassle . Been that way in MO a long, long time. Only good benefit is if someone steals your outboard, they have to part it out, or sell it in Arkansas with scratched out numbers

True! good thing ab Arkansas is I didn't have to pay sales tax on my motor
