 23hp vanguard first timer needing help!

Post 23hp vanguard first timer needing help!
As I adjusted the rpms to get 4000 wot I am now idling at 3000, can someone please lead me in the right direction

Does you throttle cable not have enough travel?

In the tab and small spring on the left side of throttle assembly

Check your throttle cable and make sure it allows full travel from wide open to idle. You can also check the tab on your idle spring.
