 backwater cavitation plate problems

Post backwater cavitation plate problems
I ordered cav plate from backwater. Welded on and ran. Having problems keeping prop in water at wot. Both shims or no shims, I still have to keep up pressure on handle to keep in the water. Tried shimming higher but prop would start to cavitate even under water. Any help would be appreciated.

My transom height is 15" and shaft length is 60". It looks like the back needs to come up more but when I tried, it made it worse.

Ok, I shot a laser level down the hull. Got the front of plate bracket level and had to shim back to one degree above level. Did not have time to run today. Will put in h2o tomorrow. I am now 1/4 inch higher at back of plate compared to the two shims stacked. Hope this works.
