Could i swap motors on a 9 hp longtail to like a 13 harbor freight on the same frame?

If the motor lines up sure. Don't know if you are concerned about the frame holding up due to the hp difference. Should be fine

Yes , should be the same up to 16 hp , I have swapped before from 9-16. .

I swapped an 11 Honda for a 13 Honda on devil. Called go devil first though.
